Board of Directors

West River Electric is governed by a nine-person board of directors. These directors are elected by the member-owners of the cooperative at the annual meeting each October. Each year three directors are elected to three-year terms. Directors, who represent specific director districts, meet monthly to set policies and give direction to management in operating the electric cooperative.

Electric cooperatives like West River Electric Cooperative are unique because the users of the cooperative's energy are also the owners of the business. Anyone who receives electricity from the cooperative is eligible to serve on the cooperative's board of directors.

Andy Moon, President   
Andy represents District 3 and resides in the Creighton area. He graduated from SDSU with a B.S. in Business Economics. He has been a Ranch Foreman for Kjerstad Livestock since 1995. Andy has been a Director since 2006 and is a Credentialed Cooperative Director and is currently working on receiving his Leadership Credentials.

Stan Anders, Vice President
Stan represents District 2 and resides in Union Center. He has been in the trucking business since 1973. He has served on the SD Trucking Association Board, Commander of the NAJA Shrine Air Patrol, RC Shrine Club, and Rural Meade Ambulance. Stan who has been a Director since 2006, is a Credentialed Cooperative Director and is Board Leadership Certified.

Terry Peters
Terry represents District 3 and resides in the Wall area. He has benn owner/operator of the family owned Best Western Motels in Wall and Hill City for 35 years. He is also owner of Peters Farm Partnership in Eastern, SD since 1993 and owner/operator of a small farmstead north of Wall. Terry is a past member Jack Rabbit Stampede, Wall hospitality Assn., BHB&L Board, St. Patrick's Catholic Church Council, Wall City Council and Chamber of Commerce. Terry has been a Director of West River Electric since 2016

Larry Eisenbraun, Treasurer
Larry represents District 3 and resides in Wall. He operates a ranch in the Wall area. He has served as a Director on the SD Farm Bureau, Chairman of the Wall School Board, and Township Clerk for Rainy Creek Township. He is a member of Emmanuel Lutheran Church and has been a Director for West River Electric since 1996.

Howard Knuppe
Howard represents District 1 and resides in the New Underwood area. He operate a ranch East of New Underwood. He has served on the New Underwood School Board and been a director of the Pennington Country Crop Improvement Association. Howard has been a Director for West River Electric since 1988.

Jamie Lewis, Secretary
Jamie represents District 1 and resides in the Rapid City area. He is in partnership at Grandview Angus Ranch. He attended SDSU for Agricultural Sciences and Ag Business. He currently is a member of the Central States Fair Livestock Committee, helping and judging for 4-H and open livestock events. He is a member of Calvary Lutheran Church, the YMCA and SD and BH Angus. Jamie has been a Director for West River Electric since 2013.

Jerry Hammerquist
Jerry represents District 1 and resides in the Caputa area. He operates a ranch east of Caputa. He has served on the Pennington County ASCS, and the Pennington County FmHA. He currently serves on the Rapid Valley Conservancy District, Rushmore Electric Board and ACRE of SD Board. Jerry is a member of the Elks Club, Western Junior Livestock Show, Western SD Buckaroos and many other civic and community activities. Jerry has served as a Director for WREA since 1984.

Marcia Arneson
Marcia represents District 2 and resides in the Rapid City area. Marcia is a life-long resident of Meade County serving various positions on different boards within the area. She is a Credentialed Director and has earned her Certified Board Leadership Certificate. Marcia has been a Director of West River Electric since 1994.

Charles "Chuck" Sloan
Chuck represents District 2 and resides in the Tilford area. He served 21 years in the United States Air Force and is currently employed by the United States Air Force Civil Service as the 28th Logistics Readiness Squadron Quality Assurance Manager. Chuck has been a Director for West River Electric since 2016.
